Abstract

If anything has characterized the post-Cold War world, it is the growing dispersion of power and the complexity of the international agenda. This requires a concerted effort that combines well the hard dimensions of power with the ability to persuade other actors, to develop policies that are convergent with the interests of what is currently the only global superpower. It is this that the neoconservatives, whose influence was significant in the period 2001-2005, were not able to understand, hence their "primary unilateralism" was ineffective in addressing challenges that transcend the individual capacities of today's countries, including the world power in the 21st century.
