In a scenario where cultural industries have become the predominant actors in communication and in the formation of the public sphere and have gained a central place in Latin America, contradictorily there is a reduction in editorial and film production and transnationalization of ownership of the means of production. This article argues that the privatization and transnationalization of cultural industries, and the de-responsibility of the States with respect to them, has generated a decline in public life and the representation of national societies in the media. It is proposed to rethink cultural policies overcoming the horizon of the local or national micro-public and looking for ways of action in the meso and macro-public spheres (national and transnational). A set of actions is also proposed to contribute to the cultural creation of the public space of Latin American integration.
