The efficacy of Chile's turquoise foreign policy: Effective or conceptual leadership?

Abstract
This article analyzes the alignment between the environmental rhetoric of Chilean foreign policy and the effective implementation of its public policies, with an emphasis on the strategic axis of the Turquoise Foreign Policy under president Gabriel Boric’s administration (2022–2025). Through a qualitative methodology based on semi-structured interviews with decision-makers, a case study on Marine Protected Areas (MPAs), and an assessment of the Agreement on the Conservation and Sustainable Use of Marine Biodiversity Beyond Areas of National Jurisdiction (BBNJ), the study explores Chile’s capacity to materialize its international commitments. This research contributes to the debate on the coherence between regional leadership, international influence, and the capacity to implement environmental policies in a Global South country vulnerable to the planetary crisis. The findings show that, despite international commitments and government rhetoric, Chile’s capacity to effectively implement its environmental public policies remains limited. The identified gaps reveal structural challenges that undermine its position as an environmental leader in the region. However, the focus on a specific case may limit the generalizability of the findings to other dimensions of Chile’s environmental policy. The results underscore the need to strengthen institutional capacities and monitoring mechanisms to ensure that Chilean environmental policy moves beyond rhetoric and translates into tangible impacts.
