Abstract

What will become of Latin America with the arrival of James Carter to the presidency? What will be the main problems that will address and how will the solutions they come up with affect the region? Although it might be thought that the future Latin American policy of the United States depends exclusively on the idiosyncrasy of the North American president, the truth is that whatever the personality of Carter, the most important substantive decisions cannot be broken down from the context that surrounds them. In this context, the world economic and political situation and the particular relevance or irrelevance that Latin American issues may have there stand out. Carter will need to adjust to that situation in order to combine the interests of his own country. These will impact with equal force.
