Policies regarding economic development made in a country, especially by the Government, have significance and consequences that go beyond the purely economic sphere. They influence the consolidation of the national personality; they affect society in all its expressions. From this universality of economic policy it follows that it cannot be determined as an action isolated from its sociopolitical context or as a practice dictated purely by technical reasons. An example that is very applicable to the Latin American context and on which we will expand in this study, is that of the regional complementation or integration of the economies of our countries.
