Abstract

What are the characteristics of International System that emerged from the Second World War? The second half of the twentieth century is characterized by technical revolutions, the disappearance of Colonial Empires, the independence of new States, an acceleration of technical progress that has widened the gap between the rich industrialized countries and the poor countries, the menace of the nuclear capability and the increasingly complex problems of such industrialized states. Which makes us to ask and try to answer the following questions: what is the place of Europe in this new scenario? Is it possible to organize it? What is the role that France can play?
