Abstract

The Alliance for Progress marks another milestone in America's changing aid goals. Chile soon found itself in the forefront as a recipient of funds from the Alliance. This country had a ten-year development plan that it could present as an example, and although several years later the degree of interference and influence achieved by the United States seems alarming, it should not be exaggerated. Given the importance of Chile in the cultural and political affairs of Latin America, along with the large number of North American assets that could be subject to expropriation, the United States wishes to avoid any rift with Chile. This provides this country with freedom and maneuverability for a safe and productive nationalism. The list of projects, personnel and funds is also misleading; many of the North American projects are hardly carried out.

Es un economista inglés que está realizando un estudio sobre los efectos de la ayuda externa sobre la economía chilena, encargado por el Overseas Development Institute de Londres. Trabajó en Chile los años 1966 a 1968. En este momento trabaja para el Overseas Development Ministry de Gran Bretaña.
