Abstract

With the exception of those conflicts that are ideologically determined, the problems that arise in integration when there are options, often offered by integration itself, to conflictive policies designed to change or reinforce structural features of the economies that are being integrated, are not usually the bigger obstacles to the integration process. In reality, they are normal to the integration process. The most serious problems appear when integration must reconcile policies that are determined by structural features that it cannot modify, or cannot modify in a relevant timeframe. This paper analyzes the conciliation problems derived from the differences in the structure of the countries that constitute an integration group.
