Abstract

The second Linowitz Report is a short document that was released in December 1976 by the "Commission on Relations between the United States and Latin America." It begins from the conclusions of the previous one and adds some new considerations and proposals for rectifications and improvements, especially in the economic area. Although the new Report is an honest and objective contribution to improve relations between the United States and Latin America, is based on the assumption that the statu quo is basically correct. It does not consider a reformist position. And it is that the bases of American power in Latin America are the local elites and their growing co-option by world capitalism, as peripheral members of it. It is, therefore, a matter of maximizing the reciprocity of interests between central and peripheral capitalism.
