Abstract

During the last ten years, with the exception of Brazil and Cuba, errors and omissions dominate the foreign policy of Latin American countries. These have been characterized by their little originality and no conceptual richness. The main mistake has been to underestimate the importance of diplomatic activity and foreign policy in general, precisely after a long and forced recess. The most important omission, without a doubt, was having turned its back on the Pacific and keeping their eyes on the northern hemisphere. It does not take much optimism to think that in the next decade the countries of Latin America, especially those in the Pacific, will overcome the barriers imposed by a contingent rhetoric that has little to offer and many failures to justify in this difficult and interesting field of contemporary international relations.
