The academic and intellectual concern for peace, disarmament and development is new in our countries, not so much with regard to international relations in general, as in matters that concern disarmament and its links with development. The treatment of issues as crucial as these are oriented exactly in a double line of influence: in governments to clarify the way and the purpose of their decisions, and in citizens to adapt the perspectives of their conscience and their political participation. It is therefore worth noting the notable change in perspective revealed by the new approaches to peace, disarmament and security in the region.
