La búsqueda de un nuevo papel para la Organización de los Estados Americanos : El protocolo de reformas de la Carta de 1985

Abstract

The emphasis that the recent reforms on the Charter of the Organization of American States have placed on legal and political issues is revealing of the orientation that the regional organization is adopting in search for a new hemispheric role. Within this, special attention can also be observed to those problems related to the resolution of disputes, either in a direct sense, such as the incorporation of new procedures and powers, or in an indirect sense, as is the case of the political powers for the Secretary-General, the admission of new members or the relation with the Charter of the United Nations. There is a return to the flexibility that traditionally characterized the inter-American system and the adoption of a policy more in line with what has been the practice of Latin American countries in this area lately.
