The existence of two parallel Perus is not a recent phenomenon. On the one hand, the Official Peru of State institutions; on the other, the Marginated Peru: plural and multiform. The transformations suffered this country since the 1950s have recently had a powerful impact on the balance and equilibrium of relations between the world of the officials and the majority, opening the way for a new style of revolution. In this way the tensions, ambiguities and indecisions accumulated for more than four hundred years critically erupt. However, the response to this crisis of social control by the Official Peru only aggravates the situation. It will not be able to impose its conditions and must enter into dialogue with the overflowing masses, to favor the true integration of its emerging institutions in the emerging Peru.
