Abstract

This essay, essentially preliminary and methodological, is intended to reveal some of the elements that must be taken into account in the analysis of foreign policy. We argue that the policy formulation process and its analysis tend to be identified insofar as the latter must constitute the advance or the reflection of it. That is why the inextricable link that exists between the analysis, planning and implementation of the policy. In this process, stages are indicated and synthesized in four main levels: the definition of the national interest or the international agenda; the operationalization of the interests included in the agenda; setting goals and identifying alternative courses of action; and the processes through which the respective decisions are made.
