Abstract

Towards the end of the 1970s, widely divergent trends were demonstrated in the aims and means of foreign policy, both in the American elite and in public opinion. However, the level of North-South dialogue appears as a factor of almost zero importance. In this paper we argue that the "new approach" to US development policy, initiated by Reagan in his first term and surely maintained in future policy as well, not only ignores the "clear self-interest" of the West, but also sharpens the North-South conflict and relapses into long-repressed Cold War patterns of thought and action.
