In early 1961, 25 years ago, the newly elected President J. F. Kennedy announced the new "Alliance for Progress" program. This proposal becomes an inter-American task based on the Charter of Punta del Este. The 1960s managed to put into effect not only the main declarations of the documents signed in Punta del Este, but also particularly a new inter-American convergence, and that although the proposal that we should form a Latin American Common Market did not succeed, we must bear in mind that a great variety of integrationist schemes were either created or strengthened during the 1960s, as well as, unfortunately, most of the weakening processes of these initiatives have taken place in the last fifteen years.
