The great practical difficulty that exists and has existed in Latin America to specify cooperation actions between countries of the region or a subregion is a reality. The present work is oriented to explore the subject of the interaction between the different levels and areas of the Latin American economic agreement. It seeks to refer particularly to integration as a multidimensional phenomenon, in which the effectiveness and efficiency of regional actions of governments, different social actors and, in particular, economic operators depend, to a large extent, on the communicating vessels that can be established between the different planes and areas in which they manifest themselves.
