Abstract

The 1980s have witnessed the development of a growing process of "concertation" in the foreign policies of Latin American countries. This raises some questions: what are the origins and meaning of - and future possibilities for - South-South cooperation in the Americas? How significant is this new wave of concerted action among Latin American countries? To what extent does this represent something new in US-Latin America relations? This work argues that the emergence of new efforts towards South-South cooperation in the 1980s, while in part the continuation of past initiatives of this type, also represents the expression of a qualitative change in US-Latin America relations, a change characterized by the growing assertiveness of the Latin American countries themselves.
