De Contadora al Grupo de los Ocho : el reaprendizaje de la concertación política regional

Abstract

This paper studies the relearning process of regional political concertation mechanisms that took place between 1983 and 1989 and in which a significant number of Latin American countries participated. The motivations that led the different countries to get involved in the pacification efforts of Central America (Contadora Group), first, and in the development of a mechanism for consultation and regional agreement (Group of Eight), later, are addressed. This relearning process is analyzed, starting from what was a limited initiative for the resolution of a specific conflict and following its evolution until it became a regional instance of political agreement, with the intent to become the Latin American interlocutor before the rest of the world.
