Política exterior, negociación y procesos de decisión en Centroamérica : elementos para una aproximación

Abstract

One of the least explored areas in the literature on Latin American foreign policies is that which concerns decision-making processes. This paper focuses on the study of decision-making processes in foreign policy in Central American countries. The case of the Central American countries, their evolution in the international system and the development of their foreign policies, although they are similar in many ways to those of the larger countries, also offer particularities that must be taken into account. We maintain that the situation of the Central American countries has established historical limits to their capacity for self-determination. However, within these limits there is a real possibility of broadening the margins of maneuver available on the international scene to achieve nationally defined objectives.
