The use of force in inter-state relations has expanded horizontally and vertically. On the one hand, it has become internationalized by extending its field of action beyond the subregions in conflict. On the other hand, it has diversified, assuming multiple forms and invading contemporary society and states as a whole. One of the most difficult forms of violence to contain and reduce, which has reappeared in the contemporary world, is terrorism. In this paper, two forms of fundamental types of terrorism are analyzed: intra-national terrorist action and inter-state terrorist action. Each of them has its own dynamics and specificity, as well as its response policies; Some of these have energized the process by creating a spiral of terrorism - military response - terrorism, as is the case in the United States.
