We are living a new society characterized by the end of the East-West confrontation, the enthronement of democracy and liberalism, the globalization of phenomena, and the municipalization or greater participation in decision-making processes. All of the above requires institutional changes and the challenge is, therefore, to create a new governance model and to be able to implement it. Today, international funding agencies have understood this process and responded to the growing call of countries. To address the issue, this work focuses on three key aspects for governance in today's society: the modernization of legal and law institutions, the legislative branch, and the police service.
