This paper analyzes the legislation and administration within the framework of an integration system, in this specific case that of the European Community. First, a distinction is made between community law and traditional international law in terms of their content, their instruments and their sources. The decision-making procedure in both the Council and the Commission of the European Community is explained in detail. In conclusion, some background information provided by the Community that helps institutional balance and that serves as instruments to achieve a common market is mentioned and how the European experience can serve as an example for MERCOSUR.
