Abstract

This article establishes the main measures of mutual trust in South America aimed at promoting a climate conducive to integration and cooperation. First, the term is defined and then reference is made to some instruments in the region that are complementary to promote trust. We argue that although there is a trend in South America towards a broad conception that these measures should be aimed at restricting military budgets and promoting cooperation, in practice this does not occur. Some agreements that explicitly constitute measures of mutual trust are mentioned below, and some indicators are used to illustrate their effectiveness. Finally, it is concluded that mutual trust measures must be framed within the new international scenario, in which security must be reinterpreted and must be linked not only to the military, but also to social, economic and ecological matters.
