Abstract

Latin America is going through a deep governance crisis because, although in general a representative democracy has been achieved, a participatory democracy has not yet been consolidated. The great distance between the demands of the various social sectors and the capacity of the political class to satisfy them is manifested in the urgency to modernize the State, to change the ways politics are done and to create new instruments of participation. We maintain that despite political parties are being overtaken by Non-Governmental Organizations as a channel for social needs, the latter must provide a link between political entities and society and identify the new emerging agenda. In conclusion, it is proposed that the reformulation of democracy in our continent requires seeking new consensus in which civil society is incorporated.
