Abstract

One of the great challenges facing Europe in the face of globalization is how to preserve its "collective preferences", that is, social options that it has defended up to now, such as the balance between State and market, between social protection and economic competition, between interests of the world of work and those of capital. The article seeks to define the strengths and weaknesses of Europe in the face of globalization and the adherence that European citizens give to the European project. It refers to the growing pressures on this model with the arrival of China as a strong competitor in all sectors, and it is argued that one of its great weaknesses lies in the fact that, although shared sovereignty brings collective benefits, its political legitimacy it will always be inferior to national legitimacy.
