Abstract

The diplomatic negotiations that took place in Johannesburg between August 24 and September 4, 2002 began with pessimism. Ten years after the United Nations Conference on Environment and Development (UNCCD), the Johannesburg Earth Summit was intended to serve as a forum to assess compliance with the Rio commitments and, in particular, to reaffirm the willingness of all countries to meet the goals proposed in 1992. But the preparatory meetings clearly revealed that in South Africa the negotiation would not be easy, since political commitments would not be enough, but rather agreements would be sought on concrete actions for the implementation of Agenda 21 and other UNCCD agreements.
