Abstract

On December 20, 1999, Macao changed its status as a Portuguese Overseas Province (just as Hong Kong would cease to be a British colony) to enter a state of political quasi-limbo and a "grace period" for fifty years. The political pragmatism of the Chinese, British and Portuguese agreed to make the two former colonies, Hong Kong and Macao, two Special Administrative Regions (SAR). What will be the role of Macao (and Hong Kong) within the great schemes of the foreign policy of the People's Republic of China in this immediate half century? China is entering the prelude to the next world leaderships; In that ascension, what role would it have assigned to the two old colonial enclaves that are no longer colonial enclaves?
