Este artículo evalúa el cumplimiento de las promesas electorales sobre política comercial por parte de los presidentes estadounidenses en el período 1989 a 2021 con el objetivo de identificar patrones de continuidad y cambio en la agenda de los partidos y del país. La identificación de promesas se realizó a partir del análisis de los manifiestos de campaña de los partidos de los presidentes electos en el período. El criterio establecido para evaluar el cumplimiento de la promesa fue la implementación de la acción. Existen grados similares de cumplimiento entre demócratas y republicanos, cuyas agendas (i) son similares en términos de acuerdos de libre comercio y medidas proteccionistas y (ii) divergen en relación con el cumplimiento de los derechos laborales y los compromisos de protección ambiental en estos acuerdos. Original, contribuye al debate sobre la calidad de la representación democrática midiendo el grado de capacidad de respuesta de los partidos políticos en una política de especial interés para los trabajadores estadounidenses. Al mismo tiempo, muestra cómo la continuidad y la convergencia bipartidistas fueron fundamentales para guiar la política comercial estadounidense.
