Abstract

This paper does not offer a complete and detailed history of Latin American foreign debt. Rather, it is a matter of starting from its current volume, trends and perspectives, to locate it in the most concrete sphere of the reactions that the problem provokes in the international financial authorities that operate in the North American capital: the International Monetary Fund and the World Bank. It also tries to reveal the point of view of the most important North American financial authorities: the Treasury and the Federal Reserve System. Finally, the vision of international private banking, in general, and of the United States in particular, is introduced, as it is the main creditor of the region, as well as the recent concerted efforts to face the difficulties posed by the huge foreign debt of the developing world, where Latin America stands out.
