El proceso de Esquipulas : el desarrollo conceptual y los mecanismos operativos

Abstract

The crisis in the Central American isthmus has sought to be resolved by different means. In the field of negotiations, multilateral mechanisms have prevailed and at the same time a different number of actors from outside the region have been involved. They have sought to establish a series of more or less formal mechanisms for the resolution of the crisis. There have also been meetings where the majority of the leaders have gathered, formally or informally, with or without final documents -the pre-summits- and which have served as mechanisms for prior agreement. In this set of meetings, a series of principles, commitments, concepts and specific operating mechanisms have been established. In this work, the development of the conceptual framework and operating mechanisms is analyzed.

Internacionalista chileno que vive y enseña en San José de Costa Rica, como profesor de la Universidad Nacional de Costa Rica, en Heredia.  Asesor de la Secretaría General de la Facultad Latinoamericana de Ciencias Sociales (FLACSO) en San José.  Autor de numerosos trabajos sobre relaciones internacionales y, muy particularmente, sobre el proceso centroamericano.
