More than a proper foreign policy, the European Community presents an external identity. In this sense, as an intermediate form between the Community and the national, two dimensions have been articulated: the external relations of the community institutions, which correspond to the economic field, and those of European Political Cooperation, aimed at international policy issues. This article analyzes the formulation process of both, identifying and defining their respective fields of action. Its connections and the historical development of the formulation process, its mechanisms and some cases of joint or specific external actions of each one are also studied.
